I don’t think it’s retarded at all, at least not in a random no-truth-to-it kind of way.
The statement is based on the common belief that people are naturally liberal when they are younger and become more conservative with age.
But does that imply we become heartless over time and are stupid (or less wise) when we are younger? Does it imply it is unusual to not think with our hearts more than our minds earlier in lefe and then vice-versa? Does it imply that we are unrealistically idealistic when young and then comprimise our values to do the best we can as we get older?
The answer, to some extent, is YES to all of these things.
I would suspect someone who could accept both points of view would only take offense one way or the other. But I for one have lived this “saying”, as have many people I know – starting as liberals with all the good intentions and then becoming more conservative for equally right reasons. I’m still a lot of both.

Basically what it says that it doesn’t matter what the truth is. If you lean one way politically, you’re either stupid or heartless purely based on your age.
